Wetland complex including fens, Lakes and marshes, Seagrass beds Wetland vegetation Marshes in Tokachi-kaigan (including Tokachigawakako- shitsugen, Chobushi-ko, Yudo-numa, Kimon-to, Oikamanae-numa, Toberi-shitsugen and Horokayanto-numa) Swamps and fens cover the areas with communities of Phragmites communis-Calamagrostis langsdorffii, Myrica gale var. tomentosa-Carex lasiocarpa var. occultans, C. lyngbyei and forests of Alnus japonica. Moliniopsis japonica communities are also found, though small in scale. The marshes support communities of Scirpus tabernaemontani, Zizania latifolia and Menyanthes trifoliata, as well as aquatic plant communities including Persicaria amphibia, Trapa japonica, Utricularia australis, Nuphar japonicum and Brasenia schreberii.

Geese and ducks Marshes in Tokachi-kaigan (Yudo-numa, Chobushi-numa, Kimon-to, Horokayan-to, Oikamanae-numa, Toberi-shitsugen) Stopover sites of Anser fabalis middendorffii and A. albifrons.
Other birds Marshes in Tokachi-kaigan Habitat of Grus japonensis. About 6% of the total number of the nests built is found here.
Benthos Lakes and marshes in Toyokoro-cho (including Chobushi-numa and Yudo-numa) Habitat of brackish benthos such as Corbicula japonica.
